Adds Kosovo (XK) to WooCommerce with municipalities as regions and Albanian labels for the state field at checkout.

This plugin adds Kosovo to the WooCommerce countries list, provides municipalities as administrative regions for shipping/calculation, and adjusts the locale so the state field is required and labeled in Albanian. It also exposes a PHP helper to map popular municipalities to their postal code.
